I have the honour to forward herewith a

petition which has been addressed to this Government

by persons claiming to be the relatives of a Chinese

named Cheung Kwai Wan or Ah Wing who is said to have

lost his life as a result of the bombing of the s.s.

"Thorpeness" in Spanish waters about 9.25 p.m. on

21st June, 1938. I also enclose copies of two letters

which were enclosed with the petition, from which it

appears that the Secretary to the Board of Trade has

already been informed of Ah Wing's death, and that the

owners of the s. s. "Thorpeness" are the Mid-Atlantic

Shipping Company, Limited.

This Company is not known to this Government

and I shall be glad if this petition may be

transmitted to the Board of Trade for such action

as may be possible.
